Joanie Sigal
Cofounder and chairman, FCSR

Joanie Sigal has been a leader in community activities as well as a successful and diverse professional career.
 
Presently she is Director of Qualify Control for Postcardmania, a rapidly growing company specializing in new wave marketing technologies. She is also a partner in Sigal Consulting, Inc., a marketing and public relations outreach firm focusing on grassroots PR and corporate business expansion.
 
Joanie was formerly Director of Operations for Bulldog Capital Management and Monitor Fund Advisors, LLC. where she was responsible for trade administration, portfolio accounting and compliance, human resources, and investor relations. She has also served as the Senior Executive Assistant to the Managing Director and Founder where she managed special projects and activities of the Founder’s non-profit foundation as well as being instrumental in supporting hedge fund growth to over $1 billion under management. .  Joanie also spent four years as Senior Executive Assistant at Feshbach Brothers, a California-based money management firm with over $1 Billion in managed accounts.
 
Joanie has served as Senior Executive Assistant to the Chairman of the Board and Chief Executive Officer of Government Technology Services, Inc. the leading high technology reseller of software and technology services to Federal and State government. (www.GTSI.com).   
 
Joanie co-founded Nova School of the Arts, a community-based organization dedicated to teaching children and teenagers how to sing and play music.
 
Presently Joanie serves on the Board of Directors for Jazz Holiday, a non-profit organization that has produced Clearwater’s signature annual “Jazz Holiday” event for over 25 years. Joanie is on the Board of Managers of the Clearwater Boys & Girls Club, and is Chairman of Clearwater Community Volunteers which produces community events including a huge annual Easter Egg Hunt, an annual Winter Wonderland Holiday Village, and an annual Fashion Show Fundraiser.
 
Joanie was formerly an elected member of the Clearwater Downtown Development Board and a member of the Main Street promotions committee.
 
Joanie is an accomplished singer and has had a successful career in musical theatre and has performed at Ruth Eckerd Hall in “Cinderella” and at Francis Wilson Playhouse as well as at various venues around the Tampa Bay area. Her group “Broadway and Beyond” performs at corporate parties and local venues.


Brett Miller
Co-Founder, Political Guru and Vice-Chairman FCSR

Mr. Miller is Founder and President of Medallion Management & Consulting, Inc. a firm specializing in establishing process improvement systems and implementing long-term strategies for small businesses and non-profit organizations. A former Army Officer and European based helicopter pilot, Mr. Miller also has considerable international business experience having established a worldwide distribution network for Lorenz Surgical, a medical device manufacturer based in Jacksonville, FL.
 
Mr. Miller is or has been an active participant in a variety of community and political organizations including the Tampa Bay Builders Association, The Chamber of Commerce, Boys & Girls Clubs of the Suncoast and various Republican Party & candidate organizations. He currently serves on the Advisory Boards for Congressman Michael Bilirakis, the Home Builders Institute for Tampa Bay and ABLE International.
 
Brett holds an MS in Systems Management from the University of Southern California, a BS in Agricultural Engineering and a BS in Agricultural Science from the University of Illinois. He also was an honor graduate in Initial Entry Rotary Wing Flight Training from the US Army Aviation School, Ft. Rucker, AL.


Nancy Watkins
Deputy Treasurer

Nancy Watkins is a Certified Public Accountant and has provided professional accounting services to a diverse range of businesses and political organizations for more than 25 years. She is in the Tampa accounting firm Robert Watkins & Company.

She is highly experienced and respected in campaign finance law compliance and Federal tax law for tax-exempt organizations, with an emphasis on political organizations. She has served a number of political campaigns including current and former members of the United States Senate, the U.S. House of Representatives, the Florida Cabinet, the Florida Legislature and various political party committees, political action committees and other political and policy organizations within the United States.

She is a graduate of the University of South Florida and Hillsborough Community College. She is a member of the American Institute of Certified Public Accountants and the Florida Institute of Certified Public Accountants. While at USF, she was a member of Beta Alpha Psi, the national honorary accounting fraternity. While at HCC, she was a member of Phi Theta Kappa, the international honor society for two-year colleges and was listed in Who’s Who in American Junior Colleges.

In addition to serving as a member of the Hillsborough Community College District Board of Trustees, she is active in community affairs as a member various civic and historical lineage societies, which support historic preservation, education and academic scholarships.


Marc Dunbar
Legal Counsel, The Pennington Law Firm

Marc Dunbar's practice focuses on governmental and administrative law.

Mr. Dunbar began his legal career with Pennington, Moore, Wilkinson, Bell & Dunbar. During a two-year hiatus from the firm, Mr. Dunbar served as the Assistant General Counsel and Communications Director for the Florida Department of State. During his tenure with the Department, he was recognized for his exceptional legal work for the Division of Corporations by Florida Tax Watch with a Davis Productivity Award, which honors state employees for exemplary service to Florida's taxpayers.

Mr. Dunbar has practiced before the Florida Public Service Commission and has published articles on telecommunications law. In addition, Mr. Dunbar has co-authored a book for involving the law related to Florida real estate cooperatives.
